I showed Francis a copy of the New York State marijuana-arrest stats. He couldn’t believe it. He didn’t know a soul who had been pinched. He was not, however, surprised by the ethnic breakdown. “I hate to say it, but there’s no way I’m hiring a black guy to work for me.
